The outright record is 5 points that had been scored in the seventh frame of the 2004 first-round match between Alan McManus and Chris Small when Small conceded the frame after 3 minutes and 39 seconds. McManus led 4–1, his points arising from a foul by Small, and thus became the first player to win a frame at the Crucible in which he had not potted a ball. The fifteenth frame of both the 2003 second-round match between Tony Drago and Peter Ebdon and the 2004 first-round match between Stephen Maguire and Ronnie O’Sullivan were conceded with 43 points on the scoreboard: Tony Drago conceded the former with Ebdon leading 31–12 and O’Sullivan conceded the latter with Maguire leading 37–6.
The record for ‘ordinary’ frames is the 48 points total in the seventh frame of the 2001 first-round match between Marcus Campbell and Anthony Hamilton, which Hamilton won 46–2.
(A low-scoring pre-Crucible World Championship frame is described under ‘Foul and a Miss Rule’: http://www.thesnookerforum.com/showthread-t_1209.html.)
