It looks more like a pair of stands than a lathe to me.
If you only can use it to shape your tip, I would say you can probably do a better job sharping your tip downward only by hand.

Interesting idea but the only thing stopping the cue just spinning around is friction on rubber as far as I can tell... so pretty useless for anything except tips really... Whats wrong with shaping by hand exactly?

Seems useful if you shape eighty cue tips every day.
