Just Mike being Mike but the rules need to be adhered to and no matter who you are you can still get banned for breaking them.

I've only spoken to Mike a few times, but I get the impression he is a very deliberate person, that will do exactly what he says, when he says. I doubt pestering will speed him up. A temperment shared by most good chraftsmen.
