it is always how the ball is struck - in all cases, all spin events and centre ball striking, etc.
Practise your cue delivery and use it for all shot types
Cue delivery (tedisbill - has a video been done on this yet?) = straight line delivery, positive attitude (i.e. don't hesitate on the delivery - peck shot), and follow through - cue goes "through" the cue ball.

straight delivery - the hardest for most players to perfect and be consistent with.
positive attitude - how many times do we see a delivery falter?
go through the cue ball - easiest to do, but most forgotten

the above is my opinion and I look forward to the resident coaches to chip in

        no worries

I have seen one Britannia cue, it was ok for a budget cue, but remember each cue is different

Not really. Weight is really just personal preference. Many English pool players prefer lighter cues. I've seen them using 13-14oz cues. I think they feel they get better feedback from the smaller balls.

A better cue IMO is the Phoenix brand ( I own one, great cue ), machine splice for around £115 on Craftsman cues ( they have an ebay shop). Lovely soft oil finish, they select the best grained cues from Phoenix so worth buying from them.

If your using a cue at 9.5mm, I wouldn't go down to 8.5 or lower as there is a good chance you will find the jump to big.
Getting to much unwanted side and soon on the ball.
Like it's been side, practise on your cueing and learning to get the ball to move with your cue at the mo or at most 9mm.

I play at county level and not seen many players use a cue below 17oz and most would find that to light.
At your price range, there are lots of options and don't get to bogged down by the makes to much..

ADR would be a good place to start.

My playing cue is 8.8mm and thinking of taking it down a little in length but making it 9mm.
Think it would also play my snooker..
For pool 0.5mm can make a big difference and the other choice is to have your posting cue taken down but if you buy another cue and don't get on with it, you still have your old cue to go back to.
For that one you've always wanted...

Thanks for that. Ill have to keep that in mind. Though i am wondering, is it at all possible to change joints around? So instead of the male joint out of the shaft it could come from the butt?

Why would you want to change them around?
Would depend on the joint but the reason they like that, so that the bigger part of the joint is going into the thinker part of the cue to give it more strength.

The idea being that you could remove the butt altogether and instead use the mini butt with the shaft so that you can play shots in tight or cramped areas like in some pubs for example. I’ve seen it done in some cues (cue craft, ADR147 to name a few), but just wondered if it could be done on a finished cue.

Yes it can be done on a finished cue and know what you mean.

Would it make a significant difference in the strength of a cue?

It would depend a little on the joint and the size of the shaft at the joint end but could be fine if thick enough.
