Ball Jumping after hitting cushion?is the cushion fell off from the glue??

Hi I have found some steelblock used tables about 20 years old tables....when I throw a ball to the top cushion the ball will jump after hitting the cushion,,,is the cushion too low??

another table when I throw the ball to the top cushion there is a loud thumping sound and it sounds like the bolt is loosen????am I right????

I hope these are minor probelms and have help to it b4 i buy those tables..
all advices is appreciated...thanks a lot

Dirt and grease on the cushion produced the jumping bounce also.. the natural topspin roll of the ball grips the cushion and bounces the ball up.
