No foul was called, but he definitely didn't hit it.

Did I just hear the ref ask Dominic if he hit the near-touching red after playing his shot? Dominic said he wasn't sure and then the ref said, "I think you did hit it."

So why did she ask?

Incidently, he clearly didn't make contact with it. He played away as though touching-ball, but it wasn't.
