The ball marker acquires the value of the ball it is marking, and touching the ball marker is effectively to be considered as touching a ball in play, the penalty for which is the higher of the ball on or the ball concerned.

Let's say you're on a red, but you notice a lump of dirt on the blue, and ask for that to be cleaned. You touch the ball marker, so the penaly would be 5, being the 'ball concerned'.

As terry has said, the non-offender can always ask the offender to play again after ANY foul, and you've quoted the right part of the rules in the opening post.

Normally a foul will end a player's turn and the non-offender has the choice, as we've stated. However, it is important to note that there are two cases where a PENALTY is incurred, without a foul, and the order of play does not change. Those two cases are if the non-striker touches the ball marker whilst on the table, and for the non-striker to touch a ball during consultation after a miss.

Playing again after a foul

It often spurs me on if my opponent has put me back in because he doesn't fancy a long red. Nothing gives me more satisfaction than scoring heavily after your opponent puts you back in! Woohahahhaaa (evil laugh)

As Terry has said, you have always have had the option to put the offender back in regardless of the position of the balls, but generally it may not be a good idea as you may give your opponent an opportunity to put you into a difficult situation, instead of the other way round

After a foul you can always ask the other player to play again, no matter what the state of the table is

Section 3, Rule 11, h(ii) states:

The player who committed the foul has to play the next stroke if requested by the next player.

Am I right in thinking that I can ask my opponent to play again even if I just don’t fancy the shot?

I always thought you had to be snookered to ask the ‘fouler’ to play again.

Or am I missing something?
