              The score was 90 plays 1 with 35 possible points avalable when the loosing player conceeded.
              Should final score be recorded as 125 plays 1?

                No, the score would be 90-1.
                The balls on the table have not been potted in legal scoring strokes so no other points are applied to either player.

                Only aggregate score type matches has the rule where if concession occurs illegally then extra points per red and colour is added to the non-offending player's score; I assume you are not discussing aggregate scoring matches?
                In your scenario, 90-1 AND an aggregate score game; where all balls should be potted legally (except last Black in last frame); concession will incur "the equivalent of the value of any balls remaining on the table, where Reds shall count as eight points each and any colour incorrectly off the table shall be counted as if spotted."
