Play again rule

Hi, can you clear this up. We can’t seem to find it in the rules. My opponent potted a red and nominated brown. He touched the cue ball with the cue tip. Foul, 4 points. I asked him to play again. I assumed he has to go for a red, not another attempt at the brown. We don’t reset balls after a play and miss. Can he play the brown?

No he can't, basically it's because his turn is over after the foul. It's then your turn, you are on a red so when you put him back in he's on a red.
