    If a player pots the White and only the colours are left on the table if the object ball is partly snookered. If the cue ball is placed on the right side of the D and can hit the right side of the on ball but if the cue is placed on the left side of the D the left side of the on ball can be hit. Is this a free ball although the on ball cannot be hit both sides from one point in the D.

    if the object ball is snookered (i.e. can't play direct at both edges) from anywhere from the D, then it is a Free Ball.
    If from any single point in the D both edges can be hit, no free ball. The striker doesn't have to play from that point though.

      As Dean says, it is not a free ball if you can place the cue ball at any place within the D and be able to hit both finest edges of a ball on (or which can be on). Conversely then, if from every point within the D you are unable to strike both sides of a ball on from that position then it is a free ball.The important thing is you need to be able to hit both finest edges of a ball on from any single position, so in the OP's scenario it certainly sounds like a free ball.
