The rules states that the first score (pot) or foul on the last black (when only black on the table) ends the frame.
The winner of the frame is the player with the highest score after said score or penalty points are applied.
If scores are equal at this time, then a tie-break occurs (respot Black).
This is it. The first sentence of your explanation should already be enough. There is just one score on the final black. Either a pot or a foul.

there is a repeat of this situation on WS Twitter.
Frame 11, Brecel 72 - 69 Dale (after pink potted)
Brecel misses the Black and then picks balls out of the pocket, thus indicating he concedes the frame.

          • Jimmy Robertson beats Rod Lawler 10-6, does this mean Rod Lawler is off the main tour and will have to go to Q school to qualify for next season, also will both Ken Doherty and Jimmy White be offered wild card invites for next season to play on the tour, is it two wildcards that are offered by World snooker.

              • I believe Rod Lawler is the lowest of the top-8 players from the One Year List not to qualify otherwise, so he should get another 2-year tour ticket.

No, Rod Lawler can stay because he has enough season points; but if Noppon Saengkham defeated Lee Walker, Ian Burns will replace Noppon Saengkham's place.

Why did he go for the brown when he'd be left with an equally difficult blue? There isn't much logic to Holt's play at times

Sorry, how can Ian replace Noppon; as regardless of the result against Lee, Noppon has many more points this season than Ian and Ian is already out and can't affect his one year listing

If Noppon Saengkham entered the main draw, the prize money will go up to £16,000, and then Noppon Saengkham will get into Top 64.

Ian Burns got £23,862 this season and ranks 9 in the one-year listing, therefore he will replace it.
